Obama's desicion

I am undecided on whether Obama should have signed the bill to extend unemployment benefits. On one hand the economy is awful right now and for those who cant find jobs this is needed. On the other hand, the state is broke so where is the money going to come from? I think that maybe instead of extending benefits he should have started some of the states projects that need to be taken care of and offer the jobs to those who are qualified and unemployed first. That way jobs are becoming available and things are getting done.
